BOND PROGRAM SPECIALIST I

The Bond Program Specialist works with various departments to provide fiscal planning, tracking, and reconciliation of bond program funds and project activity.

Education/Certification/Experience:
Bachelor’s Degree preferred
Texas Association of School Business Official training or certification preferred
 
Special Knowledge and Skills
Computer proficiency including MS Office and advanced proficiency in Excel
Experience with Tyler Munis financial applications or similar
Ability to analyze and interpret financial data, evaluate issues, and recommend improved procedures
Ability to use software to develop complex reports, spreadsheets, and databases
Willingness to assist others in a challenging, fast paced environment
Ability to multitask and work efficiently with frequent interruptions
Possess highly effective professional communication skills and interpersonal skills to be able to positively and professionally interact with all levels of district personnel
 
 
·      Assist Director of Bond Programs with maintenance of the project ledger
·      Review transactions for bond eligibility
·      Create project expense codes
·      Coordinate with accounting for general ledger expense codes
·      Create and track purchase orders, contracts, and request for checks
·      Receive on purchase orders when work is completed or equipment/materials have been received
·      Produce and modify bond related budget and expenditure reports
·      Monitor and reconcile expenditures with budget availability
·      Perform periodic project and year-end reconciliations
·      Assist with closing out projects
·      Assist to maintain electronic and hardcopy financial and project files
·      Assist with system testing of financial software functionality
·      Work with accounting to process journal entries that apply to bond programs
·      Prepare correspondence, presentations, forms, reports, etc as needed
·      Conduct meetings and trainings related to bond requests, processes, and procedures
·      Work with other departments including but not limited to facilities, technology, instruction, purchasing and finance to track and report project activity
·      Other duties as assigned
