DEI Strategic Manager

Diversity, Equity, and Inclusion (DEI) is in the heart at what we do at the Oregon Youth Authority. We are seeking a unique individual to bring their lived and professional experience to infuse that experience in the DEI Strategic Manager position. Your strong interpersonal skills will be utilized in working with program leadership, staff, and key stakeholders and advisory councils to create engagement in diversity, equity, and inclusion. As the new DEI Strategic Manager, you will also work with specific program areas within Facility Services, Business Services, Community Services, Health Services, Development Services, and the Directors Office to develop an agency Equity Strategic Plan. Your strong analytical data experience will aid you in managing and analyzing data from the agency’s Equity Dashboard. You will also be working effectively with program leadership to infuse an equity lens into everything they do through strategic planning; program specific policy and procedure development and review; coordination of metrics and data collection/evaluation/analysis; recruitment, retention, promotion and succession planning activities; field consultation; training; and coordination with the each agency Assistant Director. This position will support agency efforts to ensure staff are provided with culturally appropriate services, and will work to empower staff, and provide access to training and activities where individuals are treated respectfully, compassionately, and in a manner that recognizes, affirms, and values the worth of individuals, families, and communities, protecting and preserving the dignity of each. This includes culture, language, national origin, race, age, ethnicity, ability, religion, gender, sexual orientation, and other differences/diversity factors. OYA’s Diversity, Equity and Inclusion Manager will also work to align the agency with the Governor’s statewide equity infrastructure plan by creating a dedicated equity-focused position to support and operationalize DEI work. This work will happen within OYA and also across other systems of care to include community partners, partner agencies, and county juvenile justice systems.

What You Need To Qualify - Operations & Policy Analyst 4
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Law, Political Science or any degree related to Juvenile/Criminal Justice; Diversity, Equity, and Inclusion (DEI), Ethnic, Cultural, Linguistically Diverse or related certifications; AND five years professional-level evaluative, analytical and planning work related to Juvenile/Criminal Justice or Diversity, Equity, and Inclusion. 

OR;

  • Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work related Juvenile/Criminal Justice or Diversity, Equity, and Inclusion (DEI).

Under-fill - Operations & Policy Analyst 3 minimum qualifications
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work related Juvenile/Criminal Justice or Diversity, Equity, and Inclusion (DEI)..

OR;

  • Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work related Juvenile/Criminal Justice or Diversity, Equity, and Inclusion (DEI).

Desired Attributes/Application Scoring Criteria: In addition to your related work experience and education, we will use the attributes below to determine whom to interview. 
  • Lived/professional experience working in the DEI field.
  • Experience with databases, statistics, data analysis, and reporting tools.
  • Strong analytical data experience. 
  • Experience working and effectively communicating with a wide-variety of stakeholders, including executive level leaders, front line staff, local government and community partners with vested perspectives and interests.
  • Strong interpersonal skills working with division leaders to complete common goals and objectives.
  • Ability to work independently and be enterprising - seek out and be inclusive in problem solving, creative in solutions, and an innovative thinker.
