Senior Water Quality Engineer
The Idaho Department of Environmental Quality (DEQ) is hiring a senior water quality engineer for our Coeur d'Alene Regional Office. This position provides review and approval of projects for the State Revolving Funds (SRF) grants and loans, and serves as the lead for review of complex drinking water projects as well as mentors junior level engineering staff.

Salary
$36.00 - $40.59 Hourly
$74,880.00 - $84,427.20 Annually
Example of Duties:
- Program Implementation and Compliance:
- Direct activities to ensure compliance with applicable state environmental rules and laws including complaint investigation, routine inspections, and the review and approval of engineering projects.
- Act as the regional lead on complex drinking water projects.
- Administer the drinking water grant/loan program for the office, and review and approve projects funded by the SRF program.
- Assist in resolving complex issues that can involve technical engineering issues and regulatory compliance issues.
- Assist in the negotiation of formal and informal resolutions to violations of rules and laws with appropriate and applicable compliance tools such as enforcement referrals, notice of violations, consent orders, and civil complaints.
- Ensure responsible parties comply with enforcement agreements.
Program Management:
- Coordinate in conjunction with the Engineering Manager, the following activities for the regional office; drinking water engineering reviews; drinking water grant and loan projects; waiver reviews, and well construction and design.
- Serve as a mentor for less experienced engineers in the office as they review documents and prepare reports.
Environmental Outreach:
- Assist stakeholders in understanding and complying with state and federal environmental rules through outreach efforts.
Minimum Qualifications:Licensure: Licensed in Idaho as a Professional Engineer (PE), or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;
AND Valid Driver's license.
Experience: coordinating with State and local government operations in one of the specific engineering specialties described below; evaluating engineering projects and making decisions relative to their merit; writing engineering reports and related correspondence; reviewing engineering analysis; making oral presentations to groups relative to the merits of engineering applications.
Specialty Minimum Qualifications (required for this position):
- DEQ 2883 Water Quality - Experience applying engineering principles in the following aspects of Water Quality Protection: PUBLIC DRINKING WATER (chemical treatment and stabilization of drinking water/groundwater, well design, well construction, and hydrogeology, treatment of surface water for public drinking water supplies;) MUNICIPAL & INDUSTRIAL WASTEWATER (physical, biological and chemical treatment of wastewater, facility planning grants, and state revolving fund construction loans;) SOLID WASTE (activities related to solid waste and biosolids management;) SURFACE & GROUNDWATER PROTECTION (permitting, permit certification, storm water and pretreatment, materials and standards, flow analyses, collection and distribution and cross connection control;)DRINKING WATER & WASTEWATER DISINFECTION AND DISINFECTION BY-PRODUCTS (disinfection of water and wastewater and wastewater by-products.) To meet this specialty you must have a combination of approximately four years of post licensure experience in at least two of the five areas listed.

Physical requirements:
- Ability to sit and work on a computer for 2-4 hours at a time
- Ability to reach and bend for filing purposes
- Some periods of heavy reading and typing required
- Ability to lift 30 pounds when working with file boxes
- Must have a valid driver's license
- Ability to climb ladders, staircases, work on uneven terrain
- Ability to lift and carry up to 30 pounds over rough terrain
- Ability to work in adverse or inclement weather
- Ability to work in extreme hot or cold temperatures both outside and inside
- Ability to work on elevated instrument platforms, ladders, etc.
- Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
- Occasional travel required
- May work in vicinity of loud noise
- May come into contact with hazardous waste/materials
