Information Technology Performance Auditor

Information Technology (IT) Performance Auditor - City Auditor - I2316 (Unclassified)

 

Under the general direction of the City Auditor, Assistant City Auditor, Deputy City Auditor, and/or Principal Performance Auditor, the IT Auditor will perform challenging and innovative work to improve the economy, efficiency, effectiveness, and security of City government services and programs. This position will be responsible for conducting IT audits of financial and operational business systems and applications. Additionally, this position will evaluate the adequacy and effectiveness of internal controls over IT systems and applications to assess the extent to which:

 

  • Financial and operational systems can be relied upon to produce accurate and reliable information,
  • IT business processes and practices are in compliance with City of San Diego policies/procedures, laws, regulations, or contracts,
  • Financial, property, and information assets are properly secured and safeguarded (including controls and security over IT systems and facilities),
  • IT resources are employed effectively and efficiently,
  • IT operations and programs are carried out as planned, and results are consistent with the City of San Diego's goals and objectives, and
  • Significant IT risks are appropriately identified and managed.

 

Salary is dependent on qualifications. This recruitment is a position within the Performance Auditor series with the following annual salary ranges:

 

Performance Auditor I $87,308 - $104,578

Performance Auditor II $104,579 - $123,000

Senior Performance Auditor $123,001 - $142,000

 

Key Areas of Responsibility:

 

  • Perform assessments of City of San Diego IT systems, applications, networks, and associated operational areas to assist in establishing scope and developing audit plans and testing criteria.
  • Perform targeted fieldwork to test internal controls across the City’s application, infrastructure, and databases, as well as key business processes.
  • Perform IT policy compliance, business continuity, system implementation, security incidents, and other recurring IT audits.
  • Conduct testing on key platforms, including SAP ERP, global Windows / Unix infrastructure, and various legacy applications.
  • Communicate findings and recommendations to all levels of departmental and operating unit management verbally and through concisely written reports.
  • Identify and develop recommendations to improve controls and enhance operations.
  • Assist with other special projects and various administrative tasks as they may arise.
  • Write impactful and concise reports to the San Diego City Council identifying audit findings and recommendations, and
  • Maintain a professional rapport with management and work to ensure recommendations are implemented during the recommendation follow-up process.

 

Minimum Qualifications:

  • Bachelor’s degree in Computer Science, Management Information Systems, or other business-related field of study from an accredited college or university, and
  • Two (2) years of professional experience in IT Auditing or a related field.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Excellent oral and written communication skills.
  • Ability to work both independently and as part of a team.
  • Ability to write and communicate impactfully, clearly, and concisely to a broad audience including departments, oversight committees, and the general public.
  • To be considered for the Performance Auditor II role, minimum qualifications include those listed above as well as two (2) years of performance audit, program analysis, or accounting experience, or equivalent.
  • To be considered for the Senior Performance Auditor role, minimum qualifications include those listed above as well as five (5) years of performance audit experience, or equivalent.

 

Desirable Qualifications :

  • Ability to collect, compile, analyze, interpret, and present data and draft audit findings.
  • Ability to understand IT terminology, processes, and controls.
  • Strong knowledge of Risk Assessment/Risk Management tools and processes.
  • Ability to develop and manage risk-based audit programs focused on critical IT risk and control considerations.
  • Demonstrates critical thinking skills with experience reviewing and analyzing processes to identify improvement opportunities.
  • Ability to apply both manual and automated tools and techniques.
  • Must be action-oriented and have demonstrated initiative in completing and taking on new assignments.
  • Ability to balance competing priorities with both internally and externally imposed deadlines.
  • Ability to complete assignments with accuracy and in a timely manner.
  • Demonstrate a well-developed understanding of government/accounting/finance/ economic processes and apply understanding of such to assigned projects.
  • Strong business and political acumen to work effectively with the public, external agencies, businesses, elected officials, and
  • Commitment to public service, fiscal responsibility, and innovation in government.
