Public Safety Enforcement Officer

Position Summary

Under the general supervision of a police supervisor, enforces City of Farmers Branch parking ordinances that governs parking of motor vehicles; interacts with the public in regard to enforcement issues and general information matters; services and maintains parking enforcement equipment, such as ticket writers, parking enforcement vehicles, license plate readers and signs; performs courtesy patrols; performs related duties as assigned; performs a variety of administrative and support services within the police department where a licensed police officer is not required including, but not limited to, general crime scene processing.

Essential Job Functions

Patrols assigned areas on foot or in a vehicle to enforce motor vehicle compliance with the City of Farmers Branch’s parking ordinances and State of Texas Disabled Parking laws. Uses a mobile data computer as directed in accordance with department policy and State Law.

Issues parking tickets for motor vehicles in violation of parking regulations; takes photographs with electronic ticket writer for violations; prints out ticket and places it on vehicle or presents it to motor vehicle operator. Operates an electronic ticket writer in compliance with departmental policies and procedures.

Completes and maintains various activity reports as needed. Commissions and de-commissions assets belonging to the police department as necessary.

Answers questions and provides information regarding parking regulations to the public.

Provides courtroom testimony in court concerning parking violation citations issued.

Assists with the maintenance of department vehicles by delivering and picking up vehicles from the city vehicle maintenance shop.

Assists police officers with traffic control, security patrol, and delivering police related equipment to work and patrol sites as needed.

Conducts traffic surveys utilizing traffic survey equipment and software.

Tows and deploys traffic radar trailers and message boards.

Provides logistical support as needed during major incidents and for city events.

Conducts basic crime scene processing under the direction of a detective or a police supervisor. Processing includes, but is not limited to, photography, videography, and collection and logging of evidence.

Education and Experience

High School Diploma or G.E.D.

Work requires knowledge necessary to understand basic operational, technical, or office processes.

Knowledge, Skills and Abilities

Operates a vehicle in the performance of essential job functions.

Uses a department radio and/or cellular telephone, in accordance with department policy.

Provides positive customer service to public at all times.

Becomes knowledgeable of all parking ordinances of the City of Farmers Branch and other applicable state laws.

Knowledge of police department practices, policies and procedures for assigned area.

Knowledge of computers and related equipment, hardware and software to maintain databases, files and records.

Knowledge of general office equipment and operational practices and procedures.

Knowledge of inventory control and purchasing practices and procedures.

Knowledge of basic custodial and maintenance practices and procedures.

Skill in effective oral and written communications.

Skill in assisting in a variety of administrative and routine department duties.

Skill in following verbal and written directions.

Skill in resolving customer complaints and concerns.

Special Requirements:
This position is classified as a safety-sensitive position and is subject to random drug and alcohol testing during the course of employment.

Must pass a background investigation to include a fingerprint based criminal history check for Criminal Justice Information System clearance.

Must pass a polygraph examination.

Must pass a psychological examination.

Must pass a pre-employment drug screen and a physical agility test. 

Licenses and Certificates:
Must possess a valid Class C State of Texas Driver’s License.

Must be insurable under the City’s vehicle liability policy.  

Work Environment:
Environmental Factors and Conditions/Physical Requirements:
Work is performed in office and field environments.
May be subject to exposure to extreme weather conditions and hostile environment.
May be subject to exposure to vehicular traffic when assisting in traffic control, placing/retrieving traffic radar trailer, and picking up or delivering.

Physical Demands
This work typically requires the following physical activities to be performed.

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Equipment and Tools Utilized:
Equipment utilized includes personal computer, copier, calculator, fax machine, other standard office equipment, ropes, knives, hammer, pliers, construction materials, pager, two-way radio, electrical testing equipment, digital camera, video camera, and department vehicles.
