GG-7/9 Interdisciplinary Analyst (Farragut TAC)

Job Summary:  Serves as entry level/developmental all-source, scientific and technical intelligence (S&TI) analysts within one of Farragut’s six departments.  The incumbents will apply analytical expertise, initiative, creativity, critical thinking, and strong communication and interpersonal skills on a daily basis to solve complex intelligence problems and drive intelligence collection efforts.  These positions have promotion potential to GG-13.  See the announcement for specifics on the responsibilities, education requirements, conditions of employment, and qualification requirements and additional information pertaining to the positions.  

The selected candidates must be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI).  Selectees may be required to successfully complete a polygraph testing.  These jobs are open to all US citizens. 

ONI and its Centers are located in Suitland, MD, which is a few miles south of Washington, DC.  Farragut TAC is the U.S. Navy's Center of Excellence for strategic scientific and technical intelligence (S&TI) analysis of foreign technologies, sensors, weapons, platforms, combat systems, C4ISR, and cyber capabilities. 

Specific Duties:

  • Serves as an entry/developmental scientist or engineer and performs basic tasks regarding scientific and technical intelligence analysis and production relative to an assigned area in engineering, biology, chemistry, geology, geophysics, mathematics, computer sciences, naval architecture, metallurgy, meteorology, cartography, oceanography, physics, computer sciences, naval architecture, and other physical sciences for one or more foreign countries. The incumbent receives formal and on-the-job training. 
  • Participates with higher grade scientists, engineers, or analysts in conducting research for specific intelligence information in preparation of routine studies or portions of complex studies for various types of customers. Selects relevant data from classified and unclassified library sources, foreign equipment, documents, photography, raw data (both digital and analog), and automated and manual data bases. 
  • Utilizes basic intelligence principles and methods and established procedures to analyze and evaluate information thus obtained on the basis of reliability and credibility of source, agreement of source with other sources, and significance of the information. Prepares portions of or complete routine intelligence analyses or assessments in his/her assigned area of responsibility. Selects and presents a clear, congruous synthesis, following in most cases a prescribed format. 
  • Participates in the maintenance of a data base(s) for the assigned function. Evaluates relevant material as to its importance, and extracts all significant data pertaining to the assigned subject matter and geographic area. Identifies intelligence gaps, recommends specific collection requirements to fill gaps, and evaluates the intelligence collected in response to those requirements. Draws specific conclusions from his/her analyses. 
  • Reviews, on a preliminary basis, scientific or technical analysis or contributions to studies or reports prepared by other government agencies or other segments of own activity to assure conformance and consistency of own analysis to those of others. Makes recommendations to higher grade specialists for changes/modifications in work performed by others to insure uniformity of results of such analyses. 
  • Conducts technical evaluations of limited complexity of items of intelligence interest. 

Specialized Experience and Minimum Qualifications:

Applicants must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience is demonstrated through the following competencies:

In addition, individuals must meet the Office of Personnel Management (OPM) qualification standards of 1 year of specialized experience equivalent to the next lower grade level to the position filled and any Individual Occupational Requirements (IOR) for the series/grade selected as identified within the standard. This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601.
