Senior Cybersecurity Advisor

This position is primarily remote within the state of Texas and may require occasional in-office work.

The Texas Municipal League Intergovernmental Risk Pool has an opening for a Senior Cybersecurity Advisor. Make an impact in this position by advancing our mission to keep our members safe, secure, and informed by providing risk management analysis related to cyber risk and acting as a cybersecurity technical resource for our members. You’ll be at the forefront of training and innovation and play a meaningful part in impacting how our members operate.

Major Duties

  • Maintains current knowledge of cyber industry best practices, competitive landscape, and market conditions.
  • Manages cyber risk assessments, reviews member losses, identifies potential cyber exposures, and ensures members are aware of best practices related to cyber hygiene, network security, cyber resilience, incident response, and other related topics
  • Conducts onsite surveys with the membership working with technology staff and/or third-party vendors.
  • Acts as a consultant for all things related to cyber security and coordinates the delivery of Pool services.
  • Creates curriculums within the scope of the industry frameworks and provides onsite training.  
  • Creates and develops cyber, privacy, and data protection training curriculums for external and internal stakeholders.
  • Performs annual cyber risk analysis on an as-needed basis for the membership.
  • Coordinates and ensures compliance with state-mandated cyber security awareness training offerings.
  • Assists members and potential members with cyber-related coverage and risk management matters.
  • Recommends appropriate cyber coverage to members and potential members.
  • Performs complex analysis of cyber claims; presents results to members.
  • Markets Pool’s cyber services to potential members; attends industry trade shows; make public presentations.
  • Provides internal training for internal staff members. Works with CRSM to implement and manage Cyber Defense and Resiliency Program, while  coordinating efforts with outside vendor.
  • Works with Members’ IT contacts to provide a technical resource related to cybersecurity best practices.
  • Knowledge related to creating cyber incident response plans and conducting table top exercises.
  • Creates and maintains policies and procedures related to cybersecurity best practices.
  • Create, develop, and maintain a cybersecurity knowledgebase for the Pool’s website.
  • Performs related duties as assigned.

Knowledge Required

  • Knowledge related to cyber insurance, risk mitigation, and transferring of cyber exposure.
  • Knowledge of the structure, form, and objectives of governmental organizations.
  • Advanced knowledge of Microsoft Office Suite.
  • Skill in performing in-depth data analytics and analysis.
  • Excellent communication skills, both written and verbal, and the ability to relate to persons from varying economic, educational, and cultural backgrounds
  • Ability to apply risk analysis principles.
  • Ability to prepare formal presentations with a high degree of professionalism with elected officials, city leaders, and other staff members.
  • Ability to interpret contracts, policies, statutes, etc., identify risk exposures, and provide sound risk management advice.

 Preferred Qualifications

  •  Prefer a certification related to cyber security infrastructure such as (CompTIA Security+, CISSP, or similar) or the ability to obtain a certification within two years.
  • Experience sufficient to thoroughly understand the basic principles of the position's duties position to be able to answer questions and resolve problems.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated. A Texas driver’s license must be obtained within 30 days of hire.
  • A bachelor's degree in a related field such as computer science, management information systems, cybersecurity or similar.
  • A minimum of 5 years of experience or equivalent in IT, cybersecurity, or related field is preferred.
  • This is a remote position.  

Consequently, the position requires the ability to:

  •  Work independently and possess a high degree of self-motivation.
  • Problem-solve and utilize sound judgment.
  • Prioritize tasks based on member and risk pool needs.
  • Effectively manage a travel schedule to ensure all members are visited as necessary.
  • Meet and collaborate virtually using a variety of mediums (primarily Microsoft Teams).
