Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

Under the administrative and policy direction of the Executive Director of the State Water Resources Control Board, the Director of Legislative Affairs, plans, organizes and directs the legislative and governmental affairs programs of the State Water Board.  The Director provides executive-level leadership as the principal spokesperson and advocate for the State Water Board and the nine California Regional Water Quality Control Boards before the Legislature, and testifies and arranges for expert witnesses from the Water Boards to testify before the Legislature.  The Director participates in the setting of major policies related to the political, programmatic, and fiscal impact of pending legislative issues.

The Director:

  • Oversees a small team to analyze State and Federal legislation affecting California’s drinking water, water quality, and water rights programs, monitors the progress of, and develops, recommends, and prepares the State Water Board’s recommended position on State and Federal legislation.
  • Advises the Executive Director and State Water Board Members on legislative and governmental matters.
  • Establishes close liaison with the Governor’s Office, the California Environmental Protection Agency, the Legislature, and other State and local government agencies.
  • Assists in negotiating the Water Boards’ budget issues and on legislation that will help the Water Boards’ accomplish their mission.
  • Responds, as necessary, to inquiries from individual legislators and their staff, and proactively keeps the Legislature apprised of significant Board actions by the Water Boards.
  • Assists the Water Boards’ members with the confirmation hearing process, and reviews and comments on legislatively mandated reports prior to their submittal.

The position is located at 1001 I Street, 24th Floor, Sacramento, in the heart of downtown next to light rail stations and other public transportation.

Salary: $9,755.00 - $16,021.00 / month
