Code Enforcement Officer

Summary

The purpose of this position is to enforce and administer Town ordinances to include but not limited housing and zoning, NC State General Statutes, and North Carolina State Building Codes. This is accomplished by logging, investigating and processing complaints; issuing, notices, stop work orders, condemnation notices and civil penalties and documenting course of action. Code Enforcement works with a broad range of departments within government as well as outside citizens and stakeholders allowing for those involved to be able to quickly learn the functions of government from an internal and external perspective. 

 

ESSENTIAL FUNCTIONS

  • Accepts and logs formal and informal complaints as they are reported;
  • Generates and performs site inspections of property to investigate and verify potential violations;
  • Follows up on complaints;
  • Issues written notices, orders or civil penalties as necessary;
  • Enforces and administers codes as necessary to gain compliance;
  • Documents all actions and communications;
  • Conducts meetings and hearings with citizens and property owners to resolve outstanding violations;
  • Conducts research as needed to verify or resolve violations;
  • Provides testimony to support cases as necessary;
  • Other duties as assigned.

PHYSICAL DEMANDS
 The work is typically performed while sitting, climbing, stooping, walking and standing. The employee uses equipment requiring a high degree of dexterity.
 
WORK ENVIRONMENT
The work is performed in an office, a vehicle, outdoors, in residential and commercial construction, and on active construction sites. 

 

Minimum Qualifications

Any combination of education and experience that would likely provide the knowledge, skills and abilities to perform the duties of the job.
 
KNOWLEDGE OF
Local ordinances, North Carolina General Statutes, and construction/trade codes
Methods and practices utilized in the building trades and/or enforcement

ABILITY TO

Solve problems and make sound decisions
Perform mathematical calculations and utilize various hand tools and protective equipment

Utilize and effectively operate a personal computer and various word processing and
database software applications such as Microsoft office suite and other related software
Establish and maintain effective working relationships with employees and customers
Communicate effectively orally and in writing
Work Independently with little direction
Maintain records and prepare reports as needed
Interact with the public and solve violations and conflicts using tact and good customer service skills
Make presentations to the public and public officials
Enter crawlspaces, attics and other areas of limited mobility
Drive a vehicle to perform required inspections

EDUCATION
High school diploma or equivalent. 
 
EXPERIENCE
Two years of progressively responsible related experience in the fields of enforcement, inspections, and/or construction.
 
CERTIFICATION
Possession of a valid driver's license issued by the State of North Carolina or the ability to readily obtain one. Maintenance of valid license in good standing is required for this job.

This classification has been designated as Safety Sensitive and is subject to random drug and alcohol testing.

This position is driving essential and must conform to the requirements of the Town's Accident and Safe Driving procedures.
