Job Responsibilities

This position is responsible for the review and analysis of professional architect/engineer consultant firms that want to provide preliminary engineering services for the department.  This position prequalifies those who  demonstrate capability in the various prequalification categories and performs preselection evaluation of consultants responding to the Professional Transportation Bulletin (PTB).  The incumbent will prepare and review information for the department’s Consultant Selection Committee with evaluation results.

 

Prequalification analyses: 200+ annually

Professional transportation bulletins: 4+ annually

Firms selected:  200+ annually
Letters of interest received: 3,000+ annually

Preliminary engineering program: $300 million+ annually

 

This position reports to the Consultant Services Unit Chief.  There are no subordinates reporting to this position.


This position works in an environment that is highly sensitive due to all evaluations, performance ratings, and ranked recommendations to the Consultant Selection Committee are occasionally controversial and could affect the consultant’s later volume of work.  The incumbent is responsible for prequalifying architect/engineer consultant firms used by the Illinois Department of Transportation (IDOT) for engineering work categories.  This position has the unique challenge of executing technical evaluations fairly and properly and dealing with the human problems which arise because of the evaluations.  Shortcomings in this area could lead to embarrassment and/or litigation for the IDOT.  The incumbent should use professional judgment and be tactful in discussions with principals of consulting firms concerning the Statement of Experience and Financial Condition (SEFC), additional data required, and notification of firms’ prequalification status as the incumbent is a lead contact for the IDOT. All documentation developed is classified as “restricted” and/or “confidential”.

 

A typical problem in this position is resolving differences of opinion between IDOT and a consultant as to the firm’s qualifications in each discipline.  The incumbent is challenged to develop work methods for comparative evaluation of consultants so that the large volume of work can be completed in minimal time and with minimal value judgments.  The greatest challenge is to ensure that the Consultant Selection Committee is provided with current detailed information regarding a consultant’s capability to perform specific projects.

Job Responsibilities Continued

The incumbent solicits and evaluates consultant qualification data to ensure firms are prequalified to provide professional engineering services in accordance with the IDOT policies.  The incumbent will organize and update the consultant’s prequalification information, review Statements of Interest, evaluate the consultants responding to the PTB, and perform evaluations and rankings of consulting firms for use by the Consultant Selection Committee.  The incumbent will track and coordinate the SEFC review by other bureaus’ reviewers and work closely with the Bureau of Investigations and Compliance (BIC) staff in the finalization of SEFC reviews. The incumbent will assist in tracking invoice amounts for all PTB projects statewide within the Engineering Prequalification and Agreement System (EPAS), ensuring consultant firms have entered the invoice amounts accurately and in a timely manner. The incumbent will assist in managing the consultant evaluation process, ensuring evaluations are entered accurately and in a timely fashion. The incumbent will distribute preselection reports and documentation to Consultant Selection Committee members and assist the secretary of the Consultant Selection Committee at each Consultant Selection Committee meeting, including making reservations and physical arrangements for such meetings.

 

The incumbent is given the freedom in making judgments and decisions in the prequalification and preselection area. The incumbent will submit only the more unusual or controversial problems to the Consultant Services Unit Chief for discussion and approval.  The incumbent will follow the requirements of the Federal Highway Association’s (FHWA) procedures and policies which outline selection and control of architect/engineer consultant firms.


The incumbent has internal contact with the staff of the Bureaus of Bridges and Structures, Construction, Materials, Research, Investigations and Compliance, Operations, along with the Division of Aeronautics. Externally, the incumbent has contact with members of the Consultant Selection Committee and consultants at the principal level.  Infrequent limited statewide travel with overnight stay may be required. Successful completion of a background check is required.


The effectiveness of this position can be measured by the incumbent’s timeliness and accuracy of prepared materials. The success is also measured by the acceptance and respect for the incumbent by the consulting community, Consultant Selection Committee, and IDOT staff.

Principal Accountabilities

1.    Solicits and evaluates consultant qualification data in each area of expertise and ensures that firms used by the department are prequalified to provide professional engineering services in accordance with approved policy.
2.    Organizes and updates consultant prequalification information.
3.    Reviews Statements of Interest, evaluates consultants who responded to the PTB, and distributes ranking committee reports for the Consultant Selection Committee.
4.    Tracks and coordinates the SEFC review by other bureaus’ reviewers and works closely with the BIC staff in the finalization of SEFC reviews.
5.    Assists in tracking invoice amounts for all PTB projects statewide within the EPAS.
6.    Assists in in managing the consultant evaluation process.
7.    Distributes preselection reports and documentation to Consultant Selection Committee members and assists the secretary of the Consultant Selection Committee at each Consultant Selection Committee meeting.  Makes reservations and physical arrangements for such meetings.
8.    Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
9.    Performs other duties as assigned.

Qualifications

Position Requirements

•    Education/Experience

  • Completion of two years of college in civil engineering technology, pre-engineering, or a job related technical/science curriculum PLUS six years of engineering experience; OR
  • Eight years of engineering experience

•    Valid driver’s license
•    Infrequent limited statewide travel with overnight stay.
•    Successful completion of a background check.

Position Desirables

•    Understanding and working knowledge of engineering project phases (Phase I, Phase II, Phase III).
•    Ability to analyze and determine prequalification approval for consultant firms in accordance with the Description and Minimum Requirements for Prequalification.
•    Ability to solve conflicts with consultant engineering firms regarding applications and prequalification.
•    Ability to track deadlines for over 400+ consultant engineering firms.
•    Excellent proficiency in Microsoft Excel and online databases.
•    Strong oral and written communication skills.
