JOB RESPONSIBILITIES

This position is accountable for the installation and maintenance of all traffic signs, signals and lighting systems, pavement markings, state erected detours, and temporary traffic control within the district.

This position reports to the Operations Engineer. Reporting directly to this position are a Lighting and Signal Technician, Traffic Signal Systems Engineer, Traffic Operations Supervisor I, and Temporary Traffic Control Supervisor.


This position is accountable for directing and managing effective installation and maintenance of signing, pavement marking, traffic signals, highway lighting, intelligent transportation system (ITS) assets, temporary traffic control, detours, and traffic management plans for the seven (7) counties in the district. This position is unique in that it has the responsibility for ensuring traffic signs, traffic control devices, and making sure pavement markings are maintained according to state and federal regulations.


A typical problem for this position entails prioritizing signing and striping activities to meet available funds yet ensures for the safety and well-being of the motoring public. The incumbent’s greatest challenge entails replacing critical signs and devices that are knocked down in an expeditious manner so that the department avoids a potential liability situation.


This position is responsible for directing and evaluating the effectiveness of the day-to-day activities of the Traffic Operations Section as well as oversees the scheduling of the sign shop to ensure the signing, striping, electrical and related traffic inventory needs of the district are met. The incumbent will develop guidelines as needed for Traffic Operations equipment maintenance, repair, and replacement in the district. This position is responsible for signing of detour route in emergency conditions on a 24-hour basis. This requires contact with local agencies to work out the best detours. The incumbent will investigate, evaluate, and approve applications

for Special Sign Permits, school zone signing, and respond to citizens questions and concerns.  The incumbent also conducts budget preparation and analysis for the Traffic Operations section.


The incumbent accomplishes accountabilities through the following subordinate staff:


– who with a staff is responsible for the maintenance of all traffic signal, highway lighting, and ITS installations.


– who with a staff is responsible for the safety and efficient operation of all the district’s traffic signal systems and ITS resources.


– who with a staff is responsible for sign manufacture and fabrication, supply deliveries, inventory control and equipment maintenance. This position also supervises the performance of all signing installations and pavement marking functions and processes invoices for procurements by the section.


– who is accountable for conducting the program of traffic control planning and inspection to ensure maximum safety where construction, maintenance, or utility work is being performed.


The incumbent is governed by Department and District policies, the Manual on Uniform Traffic Control Devices, the Standard Specifications for Traffic Control items, the Traffic Policies and Procedures Manual, the Illinois Vehicle Code, fiscal restrictions of the Bureau and District, rules of the Central Management Services, and contracts negotiated with the Teamster’s technical and negotiated rate staff.  The incumbent has the principal accountability for traffic operations staffing and makes recommendations for retention or release of employees and has considerable responsibility for the purchase of contractual services, commodities, and equipment.


This position has frequent day and night contacts outside the department with the public, public officials, city and county officials, railroad officials, state police, sheriff’s offices, and city police with items ranging from routine traffic problems to various emergency situations. Outside contacts are also made with contractors and material and equipment suppliers.  Activities require that this position have regular contact with every bureau in the district, and frequent contacts with the central bureaus, primarily operations, and occasional contact with other districts. Successful completion of a background check.


The effectiveness of this position can be measured by the continued safe and efficient flow of traffic, timely resolution to issues, the prompt and efficient handling of complaints from the public, timely completion of work programs, and the fostering of an innovative traffic operations staff that functions as a team.

PRINCIPAL ACCOUNTABILITIES

1.    Responsible for directing, evaluating, and training Operations personnel.
2.    Responsible for planning, scheduling, and implementing proper signing, pavement marking, traffic signals, roadway lighting, and ITS resources throughout District 5.
3.    Accountable for maintaining adequate inventories of sign fabrication materials and marking materials.
4.    Responsible for coordinating the activities of the Sign Shop with field operation priorities.
5.    Reviews contract plans and specifications to ensure current policies and priorities are being implemented.
6.    Responsible for being on 24-hour call for problems relating to traffic control.
7.    Responsible for receiving, investigating, and answering complaints and inquiries related to traffic operations.

8.    Accountable for maintaining budget records according to expenditure of commodities, equipment, purchases, the operations of equipment, and related operations activities.
9.    Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
10.  Performs other duties as assigned.

QUALIFICATIONS

Position Requirements

•    Education/Experience:

  • Current registration as a Licensed Professional Engineer in the state of Illinois PLUS Five years of experience in civil engineering.

•    Valid driver’s license.
•    Districtwide travel.
•    Successful completion of a background check.
•    24-hour emergency call availability.

Position Desirables

•    Knowledge and understanding of the Manual on Uniform Traffic Control Devices (MUTCD).
•    Ability to plan, organize, and establish priorities.
•    Strong supervisory skills.
•    Strong oral and written communication skills and experience communicating with the public.
