Job Responsibilities

This position is accountable for developing policy and providing structural and hydraulic engineering direction in local public agency (LPA) bridge and culvert related matters, including rehabilitations, repairs, and emergency repairs; special plan review; and construction related issues. This position also works with the Bureau of Bridges and Structures’ (BBS) Bridge Management and Inspection Unit to resolve issues regarding the local bridge inventory and Illinois Structure Information and Procedures (SIP) Manual. Additional responsibilities include the evaluation and acceptance of permit loads, resurfacings, and consultant's bridge ratings for LPA structures in the state.

This position reports to the Local Bridge Unit Chief. Reporting to this position is the Local Bridge Services Specialist Technician.


The incumbent’s working environment is characterized by the imparting of structural knowledge and expertise in the development of policies and implementation of the Illinois Department of Transportation (IDOT) local bridge programs. The incumbent shares cost-effective and specialized structural knowledge with technical staff, consultants, and laymen to meet their needs within their financial restraints, federal bridge standards, state statutes, and policy. This position represents the department in instances when an LPA requires assistance to determine repairs or posting for damaged structures, often on an emergency basis.


Typical problems include ensuring the LPA bridge projects are designed in accordance with current department standards and American Association of State Highway and Transportation Officials (AASHTO) specifications and assisting the BBS’ Bridge Management and Inspection Unit to ensure LPA bridge inspections are accomplished in compliance with the National Bridge Inspection Standards (NBIS). The greatest challenge of this position is to ensure the motoring public is protected from structurally unsafe bridges. Local commerce, as affected by the repair and replacement of deficient bridges, is also a major consideration in assisting LPAs with their bridge projects.

Job Responsibilities Continued

The incumbent personally evaluates Preliminary Bridge Design and Hydraulic Reports for major bridges including city of Chicago structures, as the incumbent demonstrates a high level of bridge design experience and judgment. The incumbent investigates economic and structural factors pertinent to bridge construction and bridge rehabilitation to ensure local agency bridge improvement projects use current bridge construction technology and are cost-effective. The incumbent reviews the Bridge Condition Reports, which are required for all rehabilitation projects. The incumbent develops specific policies for construction details and methods for local agency bridge projects as well as reviewing and contributing to upgrades of the Illinois SIP Manual used by personnel inspecting LPA structures statewide. The incumbent recommends the feasibility and advisability of more complex and unusual bridge and culvert design studies and final plan proposals, special retaining wall designs, and special soils investigations. The incumbent is frequently called upon to make recommendations for emergency repairs to structures at the request of a local agency or a district office. This may require an on-site inspection on very short notice. The incumbent prepares and teaches a major portion of the Local Roads Bridge Repair Course. The incumbent performs special analyses to determine structural overload capacities of bridges under construction or in service and resolves difficulties encountered during local agency bridge construction projects. This is normally accomplished within a short time frame. The incumbent evaluates structure resurfacing projects and reviews consultant load ratings for statutorily required concurrence of the department.

 

Accountabilities are accomplished through the following staff:

 

who is accountable for coordinating all aspects of the department’s local agency bridge plan approval process. This includes technical evaluation and approval/disapproval of the Preliminary Bridge Design and Hydraulic Reports, completion of construction permit processing, and all stages of bridge plan approval processing.

 

The incumbent exercises a broad responsibility in conducting the department’s local bridge program. The incumbent prioritizes work to accomplish position responsibilities in a timely manner with minimal supervisory guidance.

 

Internal contacts include district bridge personnel concerning scheduling and project-related matters, the Bureau of Local Roads and Streets, Bureau of Materials, Bureau of Research, and the Planning Services Section of the Office of Planning and Programming. The incumbent’s most significant contacts outside the department are the Department of Natural Resources, LPA officials, consultants, and Federal Highway Administration personnel. Occasional statewide travel with overnight stays is required for on-site evaluation of deficient structures to determine proper repair and rehabilitation procedures and to present training programs for district and LPA personnel.

 

The measurement of performance includes the correctness and timeliness of evaluations of preliminary bridge plans, the number of bridge sites field checked, and the feasibility and cost-effectiveness of guidance given to LPA officials concerning bridge repairs and rehabilitation for both routine and emergency situations.

Principal Accountabilities

  • Develops and updates policies for design construction and maintenance of local agency bridges.
  • Works with the BBS’ Bridge Management and Inspection Unit to ensure the Illinois SIP Manual is updated to reflect current practices and procedures.
  • Reviews Preliminary Bridge Design and Hydraulic Reports for major structures to ensure they are in accordance with sound engineering judgment and policy.
  • Provides expertise in the review of repair and rehabilitation plans for local agency improvements.
  • Provides expertise and instruction to district and LPA agency personnel concerning bridge design, construction, and repair.
  • Performs analysis to determine structural capacity of bridges to support overweight vehicles in service or construction.
  • Performs analysis to determine structural capacity of structures for resurfacing projects.
  • Reviews consultant load ratings for statutorily required concurrence of the department.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Qualifications

Position Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Five years of experience in civil engineering in the specific area of design, planning, repairs, and rating of bridges.
  • Valid driver’s license.
  • Occasional statewide travel with overnight stays.
  • Successful completion of a background screening.

 

Position Desirables

  • Illinois Structural Engineer license.
  • Knowledge of the National Bridge Inspection Standards, Specifications for the National Bridge Inventory, Illinois Bridge Manual, IDOT Structure Information and Procedure Manual, IDOT Structural Services Manual, and Bureau of Local Roads and Streets Manual.
  • Experience with MicroStation and AASHTOWare BrR loading rating software.
  • Strong oral and written communication skills.
  • Supervisory experience.
