Job Responsibilities

This position is accountable for interpreting policies and procedures governing geometric design, capacity analysis, and access control of highways for the design of intersections, interchanges, rest areas, weigh stations, welcome centers, and related access points. This position is also responsible for the direction of route location and design studies during peak workloads. Design, review, and preparation of intersection designs for approval by the Geometric Engineer are performed by this position. This position will become qualified to contribute to the district’s ability to self-certify geometric designs.

This position reports to the Geometric Engineer. There are no subordinates to this position; however, occasionally, on a temporary basis, there will be up to four technicians and/or engineers reporting to this position.

 

This position is responsible for the development of intersection and interchange geometrics (including rest areas and weigh stations) that conform to state policy and for recommending appropriate deviations from state policy to the Geometrics Unit Chief. The incumbent is required to create designs which are cost-effective and often unique, using sound principles of value engineering. This position is unique, in that working with the geometric engineer, it develops geometric designs for all complicated district transportation projects approved by the Illinois Department of Transportation (IDOT), local, and Federal Highway Administration (FHWA) officials.

These designs are predicated on the dictates and specifications established by the geometric engineer, state and federal policies, experience, field observation, educational seminars, and current literature. The position’s frequent dealings with the public require the incumbent to possess excellent oral communication skills. Typical problems include the continuing evaluation of new and innovative policies and procedures; resolution of implementation problems; interpretation of policy and procedure; and resolution of problems associated with designs prepared by county and municipal governments, consultants, and other district bureaus. The greatest challenge to this position is the imagination required in developing a geometric configuration which will be appropriate and create a safe, efficient, cost-effective improvement with minimal adverse social and environmental impacts.

 

This position is personally responsible for the following functions: general and geometric highway design; traffic volume review, access control; pavement, shoulder, median and right-of-way widths; horizontal and vertical alignments; design speeds, sight distance, super-elevation, and capacity analysis for intersections and interchanges; traffic signal analysis and warrants; entrance designs; and special vehicle operation analysis. This position also provides advice and guidance to consultants, county engineers, and municipal engineers in the preparation of geometrics, cross-sections, and alignments. These functions are highly innovated and have specific objectives of fiscal restraint, cost-effectiveness, and safety.

 

The incumbent exercises some latitude in performing the duties of this position. The incumbent’s decisions are based on state and federal policies and experience incorporating innovation, field observations, educational seminars, and current literature. The incumbent recommends for approval to the geometric engineer designs and solutions for resolving conflicting situations and highly technical problems dealing with access issues and intersection and interchange designs.

 

In performing the functions of this position, the incumbent has contact with personnel from the Local Roads & Streets Section of the district Bureau of Project Implementation, the district Bureau of Operations, and geometric engineer in the central office, staff in the Studies & Plans area, and outside consultants. The incumbent will also present designs to the public. The incumbent must exercise considerable tact in dealing with personnel from other bureaus and the public.

 

The effectiveness of this position can be measured by the accurate and timely completion of assigned tasks and the increase in the safety afforded the motoring public by the affective use of available funds with the least adverse social and environmental consequences.

Principal Accountabilities

  • Design geometric configurations which will create an efficient and cost-effective improvement with minimal impacts and develop alternatives and review geometric designs in the program prior to the public involvement process.
  • Review geometric designs prepared by consultants, counties, municipalities, and other bureaus for conformation to policy and interpretation of required variances to have a cost-effective, safe, feasible design with the least adverse impacts.
  • Provide positive and instructional guidance regarding geometric concerns and configurations for the Bureau of Program Development, other bureaus, and sections within the district and outside agencies.
  • Prepare intersection evaluations and studies for recommended geometric improvements.
  • Present designs to the public and other agencies that will be informative and accurate.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as required or assigned which are reasonably within the scope of duties described herein.

  • Master’s degree in engineering OR
  • Engineer Intern license in the state of Illinois
  • 43 months of civil engineering experience
  • Valid driver’s license
  • Extensive districtwide travel
  • Successful completion of a background check
