Job Overview
The Estimator I supports the Chugach Governmentwide Acquisition Contracts Program Management Office (GWAC PMO) in developing cost proposals in response to government solicitations. The incumbent develops accurate and complete cost/price proposals in response to solicitations in information technology (IT), telecommunications, engineering, technical services, logistics, and other Chugach competencies. The incumbent provides analysis of cost data to support Government solicitations, and supports proposals requiring basis of estimate (BOE) and pricing deliverables.

Responsibilities
Essential Duties & Job Functions:
- Analyzes Requests for Proposal (RFP), Statement of Work (SOW) and other proposal documents necessary to develop and populate complete, competitive cost proposals within corporate and client constraints.
- Analyzes solicitation requirements to provide accurate costing data and factors to determine labor, material, equipment, tools, vehicles, and other direct costs (ODC) requirements for cost proposals.
- Employs a variety of estimating methods to present accurate costing factors for labor, material, equipment, tools, vehicles, and ODCs.
- Develops Work Breakdown Structures (WBS) and BOEs for services-based project proposals. Documents methodology and rationale in a narrative format.
- Incorporates BOE and WBS (staffing, direct, indirect, and overhead costs) defined by self and others into the cost model, consistent with the solicitation requirements.
- Develops estimate timeline and schedule of internal and external cost/price deliverables and their respective reviews.
- Researches cost-related data (e.g., salary surveys, economic/escalation factors, material and lease costs, etc.)
- Employs Microsoft Excel in cost modeling activities.
- Communicates with subject matter experts to accurately estimate project details consistent with the solution design.
- Ensures that accurate and sufficient supporting cost documentation is provided to ensure compliant internal and external audit posture.
- Generates and organizes final cost proposal deliverables for submission.
- Participates or leads cost reviews for assigned projects.
- Performs related work as assigned.
- Travels to work sites as required for site visits and start-up support.
Job Requirements
Mandatory:
- Bachelor’s degree (or higher) in Finance, Accounting, Mathematics, or a related field. The education requirement may be substituted with an Associate’s degree in Finance, Accounting, Mathematics, or a related field plus 2 years of directly related experience.
- Must be comfortable working with several different levels of management and technical Subject Matter Experts (SME).
- Must be able to work under tight deadlines and in a rapidly changing environment where changes happen quickly, and customers require a quick response.
- Analytical, highly organized, and detailed-oriented.
- Valid state Driver’s License with acceptable driving record.
- Ability to successfully pass any background checks and/or drug testing if/when required.
- U.S. Citizenship.
- Demonstrated skill in the use of Microsoft (MS) Excel at an intermediate level.
Demonstrated skill in the use of MS Word at a novice level or higher. - Ability to learn, retain and properly apply variations of cost factors re: different bid types (e.g., firm fixed price, cost plus, time and materials, etc.).
