The Lahontan Regional Water Quality Control Board has an opening for an Environmental Program Manager I. The position location is 2501 Lake Tahoe Boulevard, South Lake Tahoe, CA 96150.

Under the general direction of the Assistant Executive Officer, the incumbent manages the Division consisting of the following technical programs: Basin Planning & Assessment, SWAMP, Non-point Source, Forestry/Dredge & Fill, Lake Tahoe Total Maximum Daily Load (TMDL), and the Regional Monitoring/Climate Change coordination. Management of these programs includes environmental document review, permitting and compliance checking, and appropriate enforcement in response to violations. The position is responsible to implement all state policies concerning personnel management, and to support, coach, mentor, train, and develop Division staff, with specific focus on Senior level staff and encourage team building and collaboration with Regional Board staff and with external partners. Job duties include leading priority Water Board policy initiatives, such as developing and leading a region-wide strategy for addressing water quality issues related to grazing; and assisting the program manager for the Forest Activities Program in collaboration/coordination with external partners and stakeholders to develop and implement policy and regulatory efforts related to forest health, wildfire mitigation efforts, and vegetation management projects. Duties:

The Environmental Program Manager I (Supervisory) oversee the Compliance & Planning Division (Division) and manages a team of two Senior Environmental Scientist (Supervisory), a Senior Water Resource Control Engineer, and a Senior Environmental Scientist (Specialist). The Division also includes 17 Environmental Scientists, Engineering Geologists, Water Resource Control Engineers and Scientific Aids, working in a diversity of programs including, but not limited to Forestry Management, Clean Water Act 401 Dredge & Fill permitting, Non-Point Source and 319(h) grant management, Surface Water Ambient Monitoring program, Integrated Report and 303(d) Impaired Waterbodies, TMDL management, Basin Planning, Harmful Algal Bloom response, municipal stormwater for Lake Tahoe, Lake Tahoe Nearshore and Climate Adaptation and Mitigation. The Division Manager leads in the development and implementation of meaningful organizational change, improves and demonstrates strong overall leadership, communication, process improvements, and builds trust. The Division Manager develops Division staff, with specific focus on Senior level staff, and develops and administers policies or programs that have critical and/or sensitive water quality, public health, and racial equity components. In addition, the Division Manager ensures the establishment and achievement of goals/priorities set by the Lahontan Water Board and within the budget/resources provided by the State Water Board. The Environmental Program Manager I (Supervisory) is the second supervisory level of the series. Incumbents supervise Senior level staff and oversee the work of technical staff working on critical and/or sensitive public health, environmental, and natural resource management, regulation, compliance, and research projects. Incumbents direct and have charge of critical and/or sensitive public health, environmental, agricultural productivity, and natural resource management programs or components; carry authority and accountability for timely completion of program objectives and for submittal of satisfactory products; conduct operational planning and assign projects, budget for time and funds, review and evaluate achievements, and prepare administrative reports; coordinate program activities with technical and administrative support sections and their activities; assist in formulating and administering policies; exercise discretion in the provision of oversight and coordination of projects or programs; maintain liaison with other governmental agencies and the private sector; evaluate program performance and achievements; plan for work force needs; represent their organization in compliance negotiations, policy implementation, program budgeting, and strategic planning; and do other related work. Incumbents also have authority in the interest of management to recruit, hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline employees. Incumbents have the responsibility to direct employees, adjust employee grievances, or effectively recommend such actions. Incumbents may also function as a nonsupervisory staff specialist in a critical and/or sensitive program or project management or coordination, policy development, or executive advisor position. Incumbents have the knowledge of health and environment related priorities of legislative and administrative branches of California and Federal government; health and environmental solutions and initiatives being pursued by other states, local agencies, and the Federal government; and performance management strategies; and ability to manage, lead, or administer program resources; make decisions regarding program milestones; provide a forum for the resolution of conflicts or disputes among implementing agencies, ensure prompt and balanced media utilization; develop innovative solutions to difficult human health, agricultural productivity, and environmental management problems; and evaluate program performance and achievements.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Salary: $12,185.00 - $15,148.00 per Month
