Information Technology Specialist (Applications Software)
This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters (EERE), Department of Energy. As an Information Technology Specialist (Applications Software), you will provide technical expertise in developing business-oriented applications within the Knowledge Management and Systems Office (KMSO) while also creating, maintaining and updating the technical architecture runway roadmap of its technological infrastructure to support business applications capabilities
Duties
As an Information Technology Specialist (Application Software), you will:
- Performing specialized IT functions, (e.g., design, development, testing, deployment, and project management) for projects, tasks, working groups, and daily activities with responsibility for analyzing, managing, or performing work to plan, design, develop, acquire, document, test, implement, integrate, maintain, code & design reviews or modify software applications.
- Ensuring modern software application development best practices utilizing Agile, followed consistently by effectively planning, validating and analyzing applications requirements.
- Leading architectural design, review, and development of roadmaps for complex modern web applications to include integrations and dependencies across KMSO.
- Reviewing, preparing, and coordinating correspondence, reports, memoranda, directives, regulations, policies, and procedures pertaining to technical areas.
- Recommends the need for program automation and system design studies, including the procurement of new tools and the integration of Artificial Intelligence in software development to enhance
- Serve as a technical expert for application development projects overseeing and leading application design, development, programming, testing, operation and maintenance, and end user support of critical program office systems.
- Oversee activities to enable system interoperability and information sharing to augment data driven decision making across DOE enterprise.

Qualifications
BASIC REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to the competencies, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
- Analyzing technology systems and programs to resolve complex system issues and integration, including reviewing application code across various technologies like .Net, C#, Angular, SQL Server
- Providing expert guidance on best practices for cloud software architecture, including migrating applications from on-premises to cloud hosting, ensuring compatibility with cloud services, and implement robust security measures
- Participating in systems requirement reviews and critical design reviews, and collaborating with customer/functional representative as well as other technical personnel and translate them into solutions using Agile methodology through full Software Development Life Cycle process
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher).
