Civil Engineer Transportation - Disadvantaged Business Enterprise Utilization
Under the general supervision of the Disadvantaged Business Enterprise (DBE) Program Chief, this Civil Engineer Transportation position performs work alongside the DBE Program Engineer, performing basic civil engineering functions in the preliminary review and analysis of DBE firm utilization on federally funded projects. This position is responsible for coordinating, monitoring, evaluating, and reporting the utilization of DBE certified firms throughout each federally funded DOT contract. Engineering expertise is used to relay and explain engineering principles and WisDOT standards to stakeholders.
This position will coordinate with regional project staff to facilitate compliance with the Commercially Useful Function (CUF) monitoring (federally required) program and work with Equal Opportunity Specialist Staff and other stakeholders to ensure that the actions and measures of Good Faith Effort (GFE) are consistently applied and in compliance with the requirements of the DBE Regulations at 49 CFR Part 26.55 and 26.53. The incumbent conducts complex contract and policy analysis to develop performance measures, set priorities, and recommend strategies to assure compliance on WisDOT’s $1 billion plus contracts in engineering, construction, and maintenance of highways, airports, and enhancement projects throughout the state.
