Human Resource Representative

As the Human Resource (HR) Representative, you will serve as the cornerstone for HR functions within your Program, acting as the primary liaison for staff inquiries related to human resources and payroll. You will guide the Program's talent through the hiring  journey, from initial application to onboarding, ensuring a smooth integration into our organizational culture. Beyond recruitment and onboarding, your role is pivotal in fostering effective and efficient operations across HR and payroll domains. You will be the first point of contact for staff, addressing and resolving questions and concerns regarding HR practices, payroll processes, and organizational policies and procedures. When necessary, you have the support to escalate complex issues to senior HR personnel or management, ensuring all staff needs are met with expertise and care. This position is integral to maintaining operational excellence and a supportive work environment.

 

ESSENTIAL FUNCTIONS:

  • HR Guidance and Decision-Making: Oversees the comprehensive HR function within the program, exercising discernment in hiring, promoting, and terminating employees to align with organizational goals and culture.
  • Record Keeping and Confidentiality: Ensures the meticulous management of HR files, records, and documentation, upholding the utmost integrity and confidentiality. Regular audits are conducted to guarantee compliance and accuracy in record-keeping.
  • Policy and Procedure Guidance: Provides clear, accurate responses to routine inquiries from candidates and employees regarding policies, benefits, and the hiring process, directing complex queries to senior HR personnel or management for resolution.
  • Payroll Supervision: Manages all payroll activities, ensuring timely and accurate processing, addressing queries, rectifying errors, and overseeing the distribution of payroll, maintaining a transparent and responsive payroll function.
  • Onboarding Excellence: Executes the standardized onboarding process for new hires, ensuring a consistent, informative, and welcoming introduction to the organization.
  • Grievance Management: Investigates, manages, and resolves employee grievances with empathy and effectiveness, fostering a supportive and understanding work environment.
  • Performance and Attendance Oversight: Monitors and evaluates employee performance and attendance, implementing strategies to encourage productivity and punctuality.
  • Cultural Development: Champions the development and maintenance of a strong, positive company culture that resonates with the mission, values while promoting a supportive and inclusive workplace.

EDUCATION & EXPERIENCE: 

  • Minimum of an Associate's degree accompanied by one year of Humans Resources experience preferred or;  
  • Alternatively, a high school diploma or GED with a minimum of four years of Human Resources experience.
  • Must have familiarity with HR-related software platforms, including the Google Suite and Microsoft Office, demonstrating the ability to efficiently navigate and utilize these tools.
  • A solid understanding of applicable local and state laws and regulations is essential, ensuring compliance and informed decision-making within the HR function.

QUALIFICATIONS: 

  • Must be 21 years of age or older.
  • Bilingual in English and Spanish is preferred.
  • Flexible schedule (evening, weekends, holidays) to facilitate program services.
  • Cleared tuberculosis test results.
  • Must be able to pass a drug test.
  • Must be able to provide proof of required vaccinations.
  • Cleared background checks from appropriate entities, including Child Abuse and Neglect and FBI criminal background.
  • Obtain and maintain CPR/First Aid and Crisis Prevention Intervention (CPI) certification.
  • Must have a valid driver’s license and be eligible to drive to facilitate program services as required.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

  • May lift and carry up to 10 pounds frequently, up to 20 pounds occasionally, up to 50 pounds infrequently.
  • Performs tasks that may involve standing or walking 50% of the day; sitting 50%of the day.
  • May bend, stoop, reach and grasp as necessary.
