Position Overview 
The Office of Financial Management (OFM) seeks a talented accountant interested in grant administration and compliance. To meet the department's goals, OFM annually releases more than one billion dollars in assistance to local governments, non-profits, and small businesses. Accountants play a key role in reviewing and approving all financial components of more than 800 grants the department releases annually, which are essential for Illinois to meet its economic goals. By joining the team as a DCEO grant accountant, you will be part of the mission to execute grants and spur economic opportunity in Illinois. Essential Functions 

• Reviews and approves cash requests submitted by subgrantee.
• Performs technical accounting in maintaining cost ledgers and general journals, by fund or grant.
• Review, evaluate, and approve budgets, grants/loans, and subsequent contract modifications submitted by the Department of Commerce and Economic Opportunity Program Divisions.
• Reviews, records, and approves subgrant close-out packages, which report all financial activity by individual contract.
• Prepares complex internal reports involving detailed control accounts in accordance with the Grants Management System, containing financial data used in the planning, control, and evaluation of each subgrant agreement and grant program.
• Research State/Federal Regulations to draft, issue papers, reports, procedure clarifications, or memorandums pertinent to assigned responsibilities.                           • Provides technical assistance to subgrantees in reporting, vouchering and expenditure discrepancies.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in business administration and accounting or four     (4) years of technical accounting experience.

Preferred Qualifications

• Prefers one (1) year of accounting experience with a public entity (state, local, or other).
• Prefers one (1) year of experience processing and/or administering grant program contracts ("grants").
• Prefers one (1) year of experience utilizing electronic accounting software, like SAP or other. 
• Prefers intermediate knowledge of the Grant Accountability and Transparency Act and its requirements.
• Prefers intermediate level of expertise in the use of electronic spreadsheet software.
