$32.00 - $38.00 Hourly
$66,560.00 - $79,040.00 Annually
GENERAL STATEMENT OF DUTIES:
Performs a variety of technical activities in support of various programs related to the operation and maintenance of MSD’s Remote Monitoring Section. Provides project, contract, and asset management in addition to planning and scheduling; conducts a variety of technical evaluations and investigations. Prepares reports of moderate complexity. Performs the more technical duties related to the assigned area of responsibility; assists in providing technical guidance to lower-level engineering technician staff. Performs in-depth investigations to diagnose root cause of problems and develops cost effective solutions.

Knowledge of:
Principles of engineering as related to wastewater collection system infrastructure (e.g. real time control, pump stations, force mains, valves, gravity mains, buildings sewer connections, manholes, wet wells, grit pits, combines sewer overflow facilities, sensors, gates and in-line storage).
Equipment and techniques used to clean, inspect, monitor, repair and rehabilitate wastewater and collection system assets.
Principles and practices of construction related to wastewater collection system infrastructure.
Principles and practices of surveying; set-up and use of surveying equipment.
City of Cincinnati engineering standards.
City of Cincinnati Safety Manual and principles and practices of medical first aid.
Rules and regulations pertaining to assigned area of responsibility.
Principles and practices of drafting by hand and with AutoCAD and/or ArcView.
Techniques of production of technical drawings and reproducing plans, drawings, etc.
Principles and practices of producing property surveys, preliminary surveys and construction layouts.
Technical mathematics: algebra, trigonometry, geometry, etc.; mathematical functions related to engineering.
Electronics relating to assigned area of responsibility.
Pertinent state, federal and local laws, regulations and codes, including residential construction standards, plumbing and building codes.
Skill to:
Code/Debug in Python Programming Language (Moderate)
Use Windows-based personal computers.
Use Apple Technologies Based Products
Use Microsoft Office products including Excel, Word, Outlook, and other assigned software.
Troubleshoot Electronic Devices such as telemetry devices, sensors, data loggers etc
Operate survey related equipment and other equipment related to assigned area of responsibility.
Use designated computer software packages with engineering functions, databases, and word processing in performance of assigned duties.
Perform strenuous manual labor tasks, e.g. moving manhole covers, carrying equipment, clearing brush, etc.
Perform physical tasks such as climbing, bending, kneeling, etc. in performance of duties.
Communicate complex information in terms such that non-technical people can understand.
Exhibit excellent customer service skills with external and internal customers
Work effectively with customers, community officials, stakeholders, and organizational officials.
Use a laptop computer in the field, as required.
Operate assigned vehicle or equipment (no CDL required).

Read and understand plans, maps, plats and related documents.
Accurately assimilate raw data and operational records into meaningful reports and activity schedules.

Adapt to the utilization of evolving specialized software packages including online workflow applications, GIS-based applications and CMMS systems.
REQUIRED EDUCATION AND EXPERIENCE:
OPEN:
Each applicant must have experience in the following:
- - Performing technical work of considerable difficulty and responsibility in wastewater collection systems, special investigations, or engineering project management.
- - Performing Programming/Coding and Debugging in Python of moderate level
- - Data Analysis
- - Completing technical drawings and drafting for preliminary and final plans and reviewing and revising plans.
AND successful completion of 30 semester (45 quarter) credit hours at an accredited college or university in engineering, civil engineering, engineering mathematics, engineering computer applications, computer aided drafting (CAD), geographic information systems, or related courses.
Other Requirements
Possession of a valid driver's license.

WORKING CONDITIONS
Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions outdoors; work with or in water, below ground, in confined spaces, on slippery or uneven surfaces; work with machinery, around moving vehicles, in or near public roadways; work on ladders, scaffolds, etc.; exposure to: dust from construction, fumes from sewage, poison oak/ivy, noise and vibrations; work around radiant and electrical energy.
Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; moderate and heavy lifting and carrying; reaching, pulling, pushing; climbing, kneeling, bending; general manual dexterity required; must be able to operate assigned vehicle.

Perform basic project management tasks associated with Remote Monitoring, Modeling or Collection System projects.
Plan, review, and participate in the work of staff responsible for performing Remote Monitoring for MSDGC.
Create schematics/maps for assigned projects; make various prints of plans as necessary.
Prepare contract documents
Prepare and monitor budgets; review and approve invoices and financial records
Participate in office and field tasks as assigned; operate a variety of standard engineering and surveying instruments and tools; oversee regular equipment maintenance and troubleshooting tasks; participate in field data collection activities as assigned; process and analyze field data; complete construction layouts, preliminary surveys and property surveys; manage the work of field crews, as assigned.
Perform the more complex technology and computer-related tasks in the assigned area of responsibility; configure and troubleshoot specialized flow monitoring equipment and telemetry devices, computers and software; create and maintain computer databases as assigned; conduct assigned computer research tasks; conduct research of other files and plans as assigned, including City records, County records and utility service maps; use standard office software as appropriate.
Assist in training, monitoring and providing technical guidance to lower-level technical engineering staff, and contracted staff
Compile various maps for use within the department and by the general public; compile and present information in the form of reports, charts, graphs, etc. as required; make a variety of prints and copies as necessary.
Conduct specialized inspections as assigned; maintain appropriate records; present appropriate reports in verbal or written form.
Investigate and respond to complaints from citizens and others.
Perform various manual labor tasks as assigned for completion of various projects; complete various mathematical calculations as assigned.
Consult with engineers, designers and other professionals; coordinate their activities with those of the City in regard to specific projects; explain and interpret City codes, policies and procedures.
Assist those contacted in the course of duty in an effective, efficient and professional manner.
Perform related duties as assigned.
