Fiscal Analyst 5 (FA5)
Salary: $5,501.00 - $7,400.00 Monthly

Responsibilities:

  • Supervise an FA4 within the payroll unit.
  • Performs expert-level accounting functions, financial review, and complex analysis of accounting, payroll, and fiscal data.
  • Act as payroll consultant for the Wildland Fire Management division.
  • Provide complex training for the seasonal Wildfire Pilots and Helitak employees in eTAR and leave submission, regular and overtime rate calculation, specialty pay, and benefits.
  • Provide refresher and updated training for agency payroll processors.
  • Review, analyze, and interpret all payroll records/reports to ensure that basic pay, overtime, and benefits are correct based on Collective Bargaining Agreements, RCWs, WACs, HCA, DRS, IRS, OFM, and ESD rules and regulations.
  • Review and ensure that all leave (and leave accruals) have been taken, paid, and/or accrued correctly.
  • Review retroactive adjustments for accuracy and enter adjustments into HRMS in compliance with Agency policy, CBAs, federal and state laws.
  • Act as an agency expert for all taxable benefits.
  • Process court-ordered garnishments, ESD Garnishments, and IRS Levies
  • Conduct reconciliations of the State Payroll Revolving Fund 035.
  • Prepare and submit quarterly reports and payments to the IRS, L&I, ESD, DRS, and HCA.
  • Compose letters and emails to employees for collections, insurance, and other payroll matters.
  • Set up new hires, process rehires, transfers, separations, and all other actions within HRMS, PAY1, and/or Benefits 24/7.
  • Review PEBB worksheets for accuracy and process, maintain, and monitor benefits in compliance with HCA, OFM, CBAs, and Agency policy.
  • Answer questions from all employees related to payroll, benefits, and garnishments.

 

Required Qualifications:

  • Successful completion of 15 college credits of accounting, auditing, or budgeting
  • Four years' professional experience;
    OR an equivalent combination of education and/or experience.
  • Experience and proficiency using computer systems, including Microsoft Office Excel & Word and Access.
  • Experience in all of the following:
    • Journal voucher processing and transaction codes;
    • Maintaining and troubleshooting accounting systems; and
    • General Ledger reconciliation.
  • Experience in payroll processing.
  • Possess strong interpersonal relationship skills.
  • Consistent ability to effectively and respectfully communicate with co-workers and diverse clientele.
