Systems Analyst/Web Developer

The City of Oshkosh is seeking a highly skilled and motivated Systems Analyst/Web Developer to join our Information Technology team. This key technical role involves coordinating and supporting the operation of our Enterprise Resource Planning software suite, ensuring optimal utilization and efficiency. The position also entails developing auxiliary applications to enhance City operations. Supervised by the Information Technology Manager, you will play a critical role in ensuring that all computer projects deliver accurate and complete information.

 

Key Responsibilities:

  1. Application Support and Improvement
    • Engage with end-users to assess and resolve application issues.
    • Analyze departmental information processing requirements and propose efficient solutions.
  2. Testing and Validation
    • Test, debug, and document new or revised programs and systems.
    • Validate application fixes and patches; address any operating issues.
  3. System Enhancement
    • Specify, coordinate, and implement system modifications and upgrades.
  4. Web and Application Development
    • Develop and maintain City websites, web applications, and interfaces.
    • Provide custom reports as per end-user specifications.
  5. Training and Documentation
    • Instruct staff on new or enhanced system applications.
    • Develop user guides and other documentation as necessary.
  6. Technology Training and Support
    • Continue professional development and training.
    • Support end-users to ensure smooth operation of applications.
  7. Workflow Optimization
    • Develop alternative workflows and update programs/systems to accommodate changes.
  8. Database Management
    • Design, configure, and ensure the integrity of databases; coordinate migrations with vendors.
  9. Project Management and Special Tasks
    • Participate in special projects and additional duties as assigned.

 

Qualifications:

  • Education: Associates degree in Computer Programming or Computer Science.
  • Experience: A minimum of five years in programming or systems analysis.
  • Skills: 
    • Proficient in enterprise systems and integrated interactions.
    • Experience in report writing and software coding for Windows systems; SQL Server reporting services experience is preferred.
    • Strong knowledge of database operations (MS-SQL, Oracle) and modern programming languages (.net, VB).
    • Web development proficiency in HTML, Java, ASP, CSS, JQuery, HTML5.
    • Familiarity with Windows Active Directory security.
    • Ability to write, test, and debug software; develop user interfaces; and follow complex instructions.
