State of North Carolina Insurance Regulatory Analyst II

Description of Work

 

Salary Recruitment Range: $64,621 - $64,621
Salary Grade: NC19

 

 

This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

 

Mission of the Department of Insurance:

To promote a stable insurance market through unbiased regulation and to protect the lives and property of every citizen in all 100 counties while fostering superior, user-friendly service, courtesy, and respect.

 

Primary Purpose of the Position:

The Agent Services Division (ASD) is a part of the North Carolina Department of Insurance. This Division is designed to protect the general public of North Carolina by making sure that individuals representing the industry have an adequate knowledge of the industry and possess the moral and ethical characteristics necessary to operate in a fiduciary capacity. The Division's main function is to regulate all licensed agents, brokers, limited representatives, appraisers, adjusters, insurance premium finance companies, collection agencies, and motor clubs authorized to do business in North Carolina.

The Division operates in three separate and distinct sections: 1) Licensing, 2) Financial, and Compliance. This position is part of one of the compliance sections.

The Agency Investigation Section of the Agent Services Division is responsible for ensuring compliance of all licensees with North Carolina General Statutes and Rules. As part of the Compliance Section, the Agency Investigation team performs insurance agency investigations to ensure compliance with North Carolina Statutes and Rules. The investigators review the financials, underwriting, and other documentation in the agency. This position will participate in informal conferences and administrative hearings.

This position is required to assist with special projects and complete all other duties as assigned based on business needs of the Division.

Knowledge, Skills and Abilities / Competencies

 

  • Considerable knowledge of insurance principles and practices and department regulation.
  • Considerable knowledge of mathematics, including the fundamentals of statistics.
  • Considerable knowledge of insurance rate-making procedures and practices or policy contract and manual provisions.
  • Ability to interpret and apply provisions of the insurance laws to rate filings or premium calculations.
  • Ability to express oneself clearly and concisely in oral and written form.
  • Ability to assign and review the work of lower-level analysts.
  • Must have excellent communication skills and be able to communicate, both verbally and in written form. 
  • Strong attention to detail is needed.
  • Demonstrating experience comprehending and evaluating financial transactions, insurance applications, binders, and contracts in all forms.
  • Demonstrating experience gathering, interpreting evidence, and conducting an investigation.
  • Ability to travel extensively and stay overnight occasionally.

Special Qualifications:

  • Must be able to convey findings into a written report.

 

Minimum Education and Experience Requirements

Bachelor's degree in business or economics or a related program from an appropriately accredited institution and four years of experience in policy and rate examinations, underwriting, claims adjusting work, or financial/marketing analysis; or an equivalent combination of training and experience.
