General Description: The Assistant Planning & Development Director provides strategic direction and management oversight to the Planning and Development Department, ensuring implementation of the Comprehensive Plan, departmental business plan, and budget development and administration. Incumbents oversee administrative, strategic and policy planning for the department, and serve as a second level supervisor reporting directly to the department director. Additionally, the Assistant Director will provide leadership in ongoing development and implementation of the Comprehensive Plan Update. This position includes responsible, professional technical, administrative and supervisory work of extensive difficulty requiring considerable initiative and independent judgement in concert with the Department Director.
Essential Job Functions:
- Manages the implementation of internal operations for assigned divisions; plans, coordinates, administers and evaluates programs, projects, processes, procedures, systems, standards, and/or services.
- Integrates operations and coordinates service areas and ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.
- Develops, implements, and evaluates policies, procedures, strategies and goals for the department; maintains updates, and ensures procedural compliance; researches, analyzes, and makes recommendations for business process improvements and cost effectiveness; tracks Key Performance Indicators (KPIs); and designs, administers, and evaluates department programs and services.
- Manages and participates in the preparation of department operating budgets and business plans; monitors expenditures and revenues; researches and analyzes financial and operational data; prepares financial forecasts; and approves and makes budget and purchasing recommendations.
- Coordinates with, and serves as liaison to the Board of County Commissioners, general public, other County departments, and/or external agencies and boards; serves on internal and external committees; represents the department at meetings, proceedings, and conferences; provides consultation in area of expertise; and responds to highly visible and complex issues.
- Coordinates the preparation of, and prepares and reviews complex, technical, financial, and other reports, plans, and documents; coordinates operations data collection and analysis; develops, makes and/or approves recommendations; and reviews the work of others to ensure accuracy and completeness.
- Serves as technical adviser to staff on planning, zoning, and land development code issues.
- Reviews findings and recommendations of staff to ensure consistency of recommendations; focuses on sharing information throughout the Department to facilitate efficiency and effectiveness.
- Serves as the department’s chief technology liaison with the County IT Department and Accela implementation team(s); Serves as main technology coordinator for departmental technology upgrades.
- Serves as the department’s workforce engagement leader.
- Serves as the Planning and Development Director when the Director is not available.
- Performs other related duties as required.
Knowledge, Skills and Abilities:
- Provides direction and support in matters of principle and practice of urban planning, zoning, land development compliance and long-range planning.
- Understands economics, governmental finance, and the principles and practices of transportation planning, economic development and urban design.
- Provides strong interpersonal skills and a style that emphasizes diplomacy and the willingness to seek reasonable solutions.
- Effectively develops positive relationships with different community and industry groups, elected and appointed officials, the Public Information Office and other County and State departments and agencies.
- Reviews and interprets official directives, legislation, rules and correspondence to determine possible changes in agency programs, policies, and procedures.
- Prepares or directs preparation and release of reports, studies and other publications relating to program trends and accomplishments.
- Has knowledge of the laws, rules, and regulations relating to county planning and zoning.
- Understands the operation of Comprehensive Plans, amendments and updates.
- Performs and directs technical research to collect data; to review, analyze, and present in report form the results of the research.
- Presents programs and ideas clearly and concisely, orally and in writing.
- Speaks to public groups and civic associations.
- Provides leadership, counseling and direction to staff and prepares performance evaluations.
- Directs and supervises personnel in a manner conducive to optimum performance.
- Establishes and maintains effective working relationships with other employees, officials, and the public.
- Demonstrates servant leadership and presents with executive presence.
Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written, and visual communication methods.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in a planning or related field and Five (5) years' of progressively responsible experience in public planning and zoning OR a Bachelor's Degree and seven (7) years' of experience. Three (3) years of responsible supervisory experience in a governmental agency.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. AICP certification is preferred.
