Incumbents in this position are responsible for performing client care, public health education and health-related investigations in order to promote community wellness.  *Work involves some evening and weekend assignments and requires the use of a personal vehicle.

Essential Functions and Responsibilities:

●     Provide direct client care services including age-appropriate health screenings, such             as vision, hearing, lead testing, and other health screenings and assessments.

●     Provide consultation and training to school staff and child care providers on acute and           chronic illness prevention and management and injury care in these settings.

●     Provide guidance and instruction to the Community Health Aide(s) assigned to the                  School Health Program, review their work, and provide feedback.

●     Participate in community health programs, screenings, and immunizations.

●     Assist in evaluating health programs and services offered by the health department.

Knowledge, Skills, and Abilities:

●     Data Utilization: Requires the ability to perform mid-level data analysis including the               ability to audit, deduce, assess, conclude and appraise. Requires discretion in                           determining and referencing such to established criteria to define consequences and           develop alternatives.

●     Human Interaction: Requires the ability to provide first-level professional medical                     administration such as physical therapy, occupational therapy, and registered nursing             care. 

●     Equipment, Machinery, Tools and Materials Use: Requires the ability to operate,                        maneuver and/or provide simple but continuous adjustment on equipment, machinery          and tools such as a computer, motor vehicle, syringe, stethoscope and/or materials                used in performing essential functions.

●     Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and                 advisory data and information such as lab reports, patient charts, nurse’s handbook,               immunization records and non-routine correspondence. 

●     Mathematical Aptitude: Requires the ability to perform addition, subtraction,                               multiplication and division. 

●     Functional Reasoning: Requires the ability to apply principles of influence systems such         as leading, teaching, directing, planning, coordinating and controlling. Ability to                         exercise independent judgment to apply facts and principles for developing                               approaches and techniques to problem resolution. 

●     Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and          creativity required in situations involving the evaluation of information against sensory,          judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable        or verifiable.

●     Environmental Factors: Tasks may risk exposure to adverse environmental conditions,          such as traffic hazards, toxic/poisonous agents, violence, disease, or pathogenic                    substances.

●     Physical Requirements: Requires the ability to lift, carry, push and pull objects and                   materials of moderate weight, twelve (12) to twenty (20) pounds, such as transporting             supplies and educational materials. Tasks involve the ability to exert moderate but not          constant physical effort, typically involving some combination of stooping, kneeling and         crouching such as administering vaccinations to children.

●     Sensory Requirements: Requires the ability to recognize and identify degrees of                       similarities or differences between characteristics of colors, and odors associated with         job-related objects, materials and tasks, such as selecting the proper container for                 immunizations.

 

Qualifications

A Bachelor’s degree from an accredited school of nursing, current license as a Registered Nurse issued by the Missouri State Board of Nursing; plus one year of professional nursing experience; OR completion of a nursing program from an accredited school of nursing, current license as a Registered Nurse issued by the Missouri State Board of Nursing; plus three years of professional nursing experience.  OR an equivalent combination of education, training and experience. 

LicensesMust be licensed by the Missouri State Board of Nursing as a Registered Nurse at the time of filing application and while employed by the City of St. Louis. Must possess and maintain a valid Missouri driver's license at the time of filing application and while employed by the City of St. Louis. Must present/upload RN and driver's licenses upon request. Veterans Preference Points

To be eligible for veteran's preference points, the applicant must submit a copy of their DD 214 Certificate of Release or Discharge from Active Duty with the Employment Application or upon request. The Director of Personnel may, in their discretion, accept alternate documentation.

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.  City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
