Hybrid Telework Opportunity

Under general direction of the Accounting Administrator I (Supervisor) I, the Associate Accounting Analyst (AAA) is required a high degree of independence and will perform the more complex and difficult professional accounting tasks requiring strong analytical skills and understanding of the General Accepted Accounting Principles (GAAP), Governmental Accounting as well as the State Administrative Manual. This position will act in a lead person capacity and will provide direction, training, development, analysis and maintenance of financial records related to the accounts payable process for the Accounting Unit within the Financial Services Section of the Administrative Services Division.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge and experience in preparing and analyzing reports containing complex financial data.
  • Experience with Federal Trust Fund.
  • Experience with Fund, Agency, and Cash Reconciliations.
  • Experience with Year End Activities and preparing Financial Statements.
  • Experience with automated accounting systems.
  • Ability to make sound decisions and recommendations, work independently and as part of the team.
  • Demonstrate strong administrative and organizational skills.
  • Knowledge in agency fund reconciliations, year-end activities, GAAP reporting and analyzing accounting records.
  • Shows initiative in making work improvements, identifying and correcting errors, initiates work activities.
  • Ability to be flexible in a complex environment with multiple priorities and successfully completes work assignments and meets deadlines as required by plan, organize and prioritize work.
  • Demonstrates a commitment to performing work in a confidential manner and keep self and management informed of important issues, problems and events.

Do you have the following education or experience?

Education Requirement:
Either 1

Equivalent to graduation from college with a specialization in accounting. (Registration as a senior student in a recognized institution will admit applicants to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.)

Or 2

Completion of the equivalent of 45 semester units given by a collegiate-grade residence or correspondence institution, of which 24 units must include courses in financial accounting, managerial accounting, first semester intermediate accounting and advanced accounting (or second semester intermediate accounting), fund/governmental accounting, cost accounting, auditing, business law, computer applications/management information systems. (Persons who will complete course work requirements during the current quarter or semester will be admitted to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.) Successful completion of the State Fund Accounting Course administered by the Department of Finance, shall receive credit for three semester hours toward the required accounting courses.

Experience Requirement:
Either 1

One year of experience in the California state service performing accounting analyst, professional accounting, accounting systems or auditing duties at a level of responsibility equivalent to Accounting Analyst, Range C.

Or 2

Three years of increasingly responsible accounting analyst, professional accounting, accounting systems or auditing experience in a governmental or private setting. (Experience in the California state service applied toward this requirement must include at least one year performing the duties of a class at a level of responsibility not less than that of Accounting Analyst, Range C.)

Promotional candidates who have completed the education requirement and who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.
