Position Overview
The Department of Commerce and Economic Opportunity (DCEO) seeks an experienced audit liaison, auditor, or monitor to join our Office of Accountability team. The ideal candidate will enjoy working with DCEO auditors or monitors and DCEO staff to ensure that DCEO audits and monitoring are performed seamlessly and will enjoy developing audit responses and effective corrective action plans. Essential Functions
• Organizes, plans, executes, controls, and evaluates the operation of program integrity with an emphasis providing technical assistance to DCEO Staff and acting as a liaison to external entities conducting auditing, monitoring and examination of programs for the Department's compliance with federal and State requirements, regulations, statutes, guidance, laws, and regulatory compliance utilizing knowledge of professional accounting principles (Generally Accepted Accounting Principles (GAAP)) and auditing standards (Generally Accepted Auditing Standards (GAAS), General Accepted Government Auditing Standards (GAGAS), and the 2 CFR 200 Compliance Supplement).
• Plans, directs, and tracks plans and designs relative to processes and procedures for efficient and effective internal controls, including but not limited to corrective action plans resulting from findings from financial, compliance, single, and programmatic audits, and reviews of the Department.
• Provides accountability and compliance advice to Department staff.
• Provides appropriate training.
• Serves as a working supervisor. • Performs other duties as required or assigned, which are reasonably within the scope of the abovementioned duties.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to completing four (4) college years.
• Requires three (3) years progressively responsible administrative experience in fiscal management, accounting, budgeting, internal auditing, insurance, and/or finance.
Preferred Qualifications
•Prefer at least 3 years' experience utilizing knowledge of professional accounting principles (Generally Accepted Accounting Principles (GAAP)) and auditing standards (at least one of the following: Generally Accepted Auditing Standards (GAAS), General Accepted Government Auditing Standards (GAGAS), and the 2 CFR 200 Compliance Supplement).
• Prefer at least 3 years' experience developing corrective action plans that effectively and efficiently address the root cause of the finding.
• Prefer at least 3 years of experience acting as a liaison between internal and external parties to the organization and organizing requests and responses effectively and efficiently.
• Prefer at least 3 years of experience providing presentations and training to small to medium-sized training audiences, including internal and external presentations. These presentations require a high level of communication and the ability to engage audience members.
• Prefer intermediate experience using desktop software applications, including but not limited to Microsoft Excel, Word, Outlook, PowerPoint, OneNote, and Smartsheet.
Conditions of Employment
• Requires an appropriate, valid driver's license.
• Requires the ability to travel in performing duties, with overnight stays as appropriate.
• Requires completion of a background check and self-disclosure of criminal history.
This position meets the requirements in section 4A-101 of the Illinois Governmental Ethics Act, requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file an annual Statement of Economic Interest with the Office of the Secretary of State that will be available for examination and copying by the public. All employees required to file a Statement of Economic Interest must also file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
