Assistant City Engineer
The City of Duvall is currently recruiting for an Assistant City Engineer to join our highly productive Public Works Department. As Assistant Engineer, you will work on a wide array of activities serving in an engineering capacity for city utility, roadway, facilities or parks projects, and participate in maintenance and capital projects.
Employees occupying positions of this class are responsible for doing engineering work requiring analysis of data standardized pertaining to design and operations problems of a generally routine nature requiring the application of engineering principles, concepts and methodology. They are expected to work with the City Engineer and make recommendations and work on routine assignments and to produce plans, designs and specifications under supervision of the City Engineer.
License Requirements:
A valid WA driver's license, or have the ability to obtain one within one month of hire date, and evidence of a good driving record is required.
Must be certified as Engineering in Training (EIT) and obtain EIT within 6 months
Desired Minimum Qualifications:
Bachelor of Science degree with major course work in Civil Engineering, Environmental Engineering, or related fields; or
Substituting one year of progressively responsible engineering experience for each academic year of the required education; or
Equivalent combination of education and experience.
Posses E.I.T. certificate (passing Fundamentals of Engineering exam)
Essential Functions
Performs engineering work requiring analysis of prepared road and drainage designs from preliminary plan review through construction inspections.
Evaluates development projects by applying engineering and construction principles, concepts and adapted methodologies and procedures to assure proposals conform to City of Duvall policies, regulations and standards.
Responds to public or other inquiries relative to department policies and procedures.
Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.
Performs on-site inspections of development projects and Public Works projects for infrastructure improvements. Provides contractors with punch-lists for items inspected that do not meet abovementioned standards.
Provide on-site testing of compaction on backfill material and asphalt surfacing as required.
Updates the sanitary sewer, water, storm drainage, and street system maps, database, GIS system, and comprehensive plans.
Works to develop studies, flood control plans, and basin plans that address a range of environmental problems (e.g., flooding, erosion, water pollution, loss of habitat).
Analyzes output of hydrologic/hydraulic simulations to develop project design or study recommendation.
Evaluates feasibility of capital projects.
Assists in compiling data and writing technical reports.
Performs design calculations and cost estimates.
Attends Council, Planning Commission, and Development Review Committee meetings as required.
Performs other related duties as assigned.

Knowledge of methods and techniques in the scoping, design, bidding, construction, closeout, and maintenance of municipal projects.
Knowledge of water and sewer licensure as administered by the State of Washington.
Knowledge of the City, Department’s, and Division’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
Ability to effectively utilize the principles of strategic and long and short-range planning.

Ability to perform mathematical calculations required of this position.
Ability to communicate clearly, concisely and effectively in English in both written and verbal form; bilingual skills are a plus.
