ABOUT THE Division
General description
We are looking for an Information Technology Supervisor to lead a team of project managers and business analysts. This role is responsible for overseeing the successful delivery of technology initiatives, aligning project outcomes with business goals, and driving collaboration across teams. The ideal candidate should have strong leadership skills, experience in project governance, and a passion for continuous improvement. Work Hours
8:00 a.m. to 5:00 p.m., Monday through Friday, 40 hours. Occasionally, work non-standard work hours to include overtime or additional hours. Hours may change based on business need.
Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 day/month, 1day/week, etc.). Travel reimbursements are not provided for teleworking.
Minimum Qualifications
• Bachelor's degree.
• Eight (8) years’ work experience performing project management, requirements gathering, analysis, and documentation.
• Experience in team supervision or team lead in an IT environment.
Preferred Qualifications
• Bachelor’s degree in computer science, computer information systems, or management information systems.
• Experience in Agile software development methodology or equivalent iterative delivery approach.
• Experience in managing externally contracted team resources.
Substitution
One (1) additional year of experience performing project management, requirements gathering, analysis, and documentation work may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
Licenses/Certifications (Preferred)
• PMP Certification
• Agile Scrum Master Certification
SUMMARY OF PHYSICAL REQUIREMENTS

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to details despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. Also, this position requires the incumbent must be able to ride elevator; must be able to carry laptop home for on-call duties, must be able to sit for hours at one time, must be able to work on a pc keying program changes as a repetitive function.
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
Management and Supervision: Provide supervision and guidance to employees in the Project Management Office (PMO):
• Works with staff and agency management to provide specific program guidance.
• Monitors work performance, conducts evaluations for staff, and resolves employee issues according to agency policy.
• Serves as a model, mentor and motivator to employees.
• Demonstrates professional conduct and adherence to agency policies.
• Oversees the team’s development and knowledge sharing activities through cross training, professional development and special assignments.
• Resolves any operating problems internal to the section functions.
• Keeps the Security and Planning area manager apprised of the latest project status for all active projects and any work allocation issues with PMO team.
• Assigns work and determines priorities for Project Managers and Business Analysts.
• Review all project deliverables for consistency, quality and completeness.
• Oversees the tracking of all expected benefits and realized benefits from agency projects.
• Research and understand best practices for systems development, project management, and business analysis.
• Identifies potential project risks and difficulties, creates risk contingency plans, and designs strategies to mitigate or avoid them.
• Works with Security and Planning area manager to develop and improve business process and systems development life cycle (SDLC) procedures and methodologies.
• Collaborate with Security and Planning area manager on execution and implementation of processes contributing to Division strategic goals.
• Coordinate with divisions and technical staff to ensure Project Management Team deliverables successfully meet their needs.
• Works with business units to understand project needs and assist with developing the appropriate strategy for achieving those goals. Plans and coordinates the implementation of projects.
• Manages the estimation, preparation, development, review, and implementation of legislation.
Performs other related duties as assigned.
