Essential Functions
- Under administrative direction, serves as a Lead Application Developer for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDoR) by coordinating and conducting complex web application development for the Web Application Development unit.
- Analyzes and recommends new procedures and techniques to improve supported websites and web applications.
- Serves as a primary support for scheduled and remedial maintenance to assigned websites and web applications.
- Represents the web development team by attending meetings and conferences as the subject matter expert for their supported systems.
- Serves as a team leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
- Keeps abreast of new developments in the Web Development field by continuing education through attendance in meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science, or directly related fields.
- Requires three (3) years of professional experience in Web Services or a related Information Technology field.
Preferred Qualifications
- Three (3) three (3) years of professional experience designing and developing public-facing browser-based web sites and web applications using Microsoft Visual Studio, Azure DevOps, and technologies such as– ASP.net or C# ; HTML, CSS, JavaScript, MVC, SQL, SQL Reporting Services, and Stored Procedures, with a focus on usability, accessibility, and performance.
- Three (3) years of professional experience conducting technical evaluations, usability analysis, and recommending improvements to web applications and sites to enhance functionality, maintainability, and user experience.
- Three (3) years of professional experience supporting scheduled and remedial maintenance for enterprise-level websites and web applications, including diagnosing errors, optimizing system performance, and ensuring continues operational integrity.
- Three (3) years of professional experience leading complex projects in an Information Technology environment, including defining scope, coordinating cross-functional teams, managing timelines, and ensuring deliverables align with stakeholder requirements.
- Ability to coordinate the activities of technical staff or project teams to ensure tasks are completed accurately, efficiently, and according to established standards.
- Ability to conduct logical data analysis, identify root causes of operational or procedural problems, and recommend and implement effective technical solutions.
- Ability to establish and maintain productive working relationships with internal teams, vendors, stakeholders, and client agencies to support project success and system continuity.
- Developed verbal and written communication skills with a proven ability to clearly articulate to present technical concepts to both technical and non-technical audiences through documentation, presentations, and collaboration.

- Requires appropriate, valid driver’s license and the ability to travel in performance of duties.
- Requires the ability to serve in an on-call capacity.
